What does it mean?Is it that we can decide what a Joker is for a hand? e.g.,can we take 2+2+2+5+Jo as whatever "4 of a kind" or "full house",or even "3 of a kind"?

Yes,
The joker can replace any card, you decide what.

Is <S10,SJ,CQ,CK,DA> a straight or no-pair hand?

I guess it is obviously a straight,but
In WPC Round 5,it is introduced that:
2. Straight Flush - 5 consecutive cards of the same suit (cards order: A, 2, 3, 4, 5, 6, 7, 8, 9, 10, J, Q, K)
6. Straight - 5 consecutive cards that are not the same suit
And In WSC round 4,JQKA is not a straight.
