The rules state that we will place "words" in the distances puzzle, while the scrabble puzzles will allow us to write some "letters". On the other hand, in the example, the scrabble allows placing a whole distances word. Will the competition puzzle have full distances words in the scrabble ovals? Otherwise, what does it mean when you transfer some letters from a scrabble puzzle?

You are thinking about it too much :)
Each oval will cover exactly two cells and both of them will contain letters. We just call these two letters a "word".

Puzzle 5.
Is it Ok to shade outside area of the cave?

Puzzle 9. Division
Should the regions have the same size?

Puzzle 10. Nonconsecutive Easy as 0123
Should every row and column contain each digit?

Puzzle 24. Symmetry Fillomino
Is it Ok just denote the areas with borders and miss some digits?

Yes, it is OK.

Yes. Here is the corrected version of the instructions: Divide the grid along the given lines into the given number of regions of the same shape and size. Regions can be rotated and reflected.

Yes. Here is the corrected version of the instructions: Place the numbers 0, 1, 2, 3 (0, 1, 2 in the example) in the grid so that each digit appears exactly once in any row or column...

We accept only the solutions that are consistent within the whole grid. If all borders are marked it is enough, as well as if all digits are written. (If you mark ALL the borders and miss some digits it is still fine - we will check only the borders)

I have a question about possible early finishing of this round. I believe that such distances puzzles sometimes with lucky start can be solved very early, even in a 3-4 minutes no matter how big they are, and sometimes not. Now, if this become true, first aloud "finished" will be a signal for all other competitors "Hey, stop looking in the scrabble puzzles, it's not necessary". So, in such case the fastest competitor certainly will lose advantage in this round. Will you consider how to avoid this possible situation?

Yes, you are obliged to shade unused cells.
