Could you clarify what "add the other sums" applies to? For empty arrows (there are none in the example)? For unclued directions (then there would be duplicate values e.g. the middle row has sum 9 also)?

In competition puzzle there will be some empty arrows and you will have to assign the numbers to them.

In fact the logic of the hints in competition puzzles 4 and 5 is opposite to the examples, all the hints will be given in puzzle 4, some hints will be missing (to be added and different from each other) in puzzle 5. We will change it in the next version of the booklet.
